The Philippines promulgated a new law in April 2019 to pave the way for a more sustainable Philippines. Republic Act No. 11285 institutionalizes energy efficiency and conservation principles as a national way of life geared towards the efficient and judicious utilization of energy by formulating, developing, and implementing related plans and programs. This strategy secures our country’s energy sufficiency and energy supply stabilization to cushion the impact of high prices on imported fuels to local markets in support of the economic and social development goals of the state.

Dir. Aquino is the current Director of the Energy Utilization Management Bureau under the Department of Energy (DOE).
A Career Executive Service Officer (CESO) Rank III, he has served in various capacities in the DOE from the Office of the Secretary, Information Technology Management Service, and Energy Policy and Planning Bureau.
With the passage of the Energy Efficiency and Conservation (EE&C) Act in 2019, after more than three decades of its initial draft in 1988 — now Dir. Aquino with the support of the DOE, stands at the forefront of the implementation of EE&C in the country.

Engr. Acedillo is the Chairman & Chief Executive Officer of Hi Cool Engineering Corporation, a company that he put up in 1979.
Having graduated with a degree in Mechanical Engineering from Mapua University in 1957, he became one of the pioneers in the air conditioning industry in the country.
During the 80s, he was a consultant of the UNDP, overseeing the construction of cold storage facilities for vaccines in the whole of the ASEAN region.
With over 60 years of experience as a designer, project engineer, maintenance engineer and later on as a mechanical contractor, he has handled all different types of air conditioning systems but has focused on and is still promoting the most efficient and durable system best suited to our country’s tropical climate.
He is also the President & CEO of Intercool Cooling Tower, Inc. established in 1985; a founding member of the Philippine Society of Ventilating, Air-conditioning & Refrigerating Engineers, and the Philippine Green Building Council; and a past President of the Rotary Club of Makati – Legaspi.
